It's sort of like saying, what's the alternative to having a firewall. I guess the REAL question is, why is the company avoiding common best practices and do they even understand what a VPN is? Basically either you need VPNs or you don't, you don't work around them. 
But why turn off the security of the VPN and leave yourself all vulnerable? You can openly publish anything that you need. Like OWA which you can simply publish open to the Internet. There is nothing like a VPN / leased line but any given piece of functionality can be achieved in another way. Pretty much anything that does what you need is a form of a VPN even if it is not marketed that way (Microsoft markets a VPN product as an "alternative to VPN" but it is a VPN under the hood.) A VPN is a really low level and basic piece of networking. I think that we need a lot more information here. So leased lines are an alternative to a VPN.
